MODEL KOMUNIKASI ANTAR PENGHUNI DALAM MEMBENTUK PERHIMPUNAN PEMILIK DAN PENGHUNI SATUAN RUMAH SUSUN (PPPSRS) DI RUSUNAMI

Abstract

Abstrak: Tingginya mobilitas, perbedaan, jumlah penghuni dan keterbatasan luas ruang privat menjadi sebuah persoa!an dalam proses interaksi komunikasi interpersonal antar penghuninya. Persoalan ini kian rumit bila prasarana dan sarana lingkungan kuarang atau tidak mendukung untuk interaksi social para penghuni. Keterbatasan luas lantai ruang privat, tidak memungkinkan para penghuni rusunami secara leluasa melakukan interaksi komunikasi interpersonal. Disadari atau tidak, adanya hak-benda-tanah bersama yang di dalamnya termasuk ruang sosialisasi/publik, tentu membutuhkan pengelolaan yang baik agar tetap mampu berfungsi sebagaimana mestinya. Pengelolanya adalah PPPSRS atau seperti RT/RW yang sangat mungkin dalam pelaksanaan kegiatannya kurang efektif dan produktif. Efektivitas kegiatan PPPSRS sangat bergantung pada kondisi Efektifitas interaksi komunikasi interpersonal. Penelitian ini bertujuan untuk merumuskan model komunikasi interpersonal antar penghuni rumah susun yang mampu mendorong dinamika kegiatan organisasi PPPSRS. Hasil penelitian dapat disimpulkan bahwa Model komunikasi interpersonal yang melibatkan pihak developer sebagai sumber informasi yang diharapkan aktif menginformasikan tentang lingkungan, adanya hak dan benda bersama bagi setiap pemilik rusunami yang harus dikelola bersama oleh para pemilik. Pihak developer diharapkan DIWAJIBKAN untuk mengkomunikasikan hal tersebut. Dengan demikian sejak awal, setiap calon pemilik dan atau penghuni memahami, dan menyadari adanya kewajiban untuk mengelola rusun bersama pemilik atau penghuni lainnya sehingga mampu menumbuhkan upaya yang efektif untuk menghilangkan kondisi ketidakpastian dalam berinteraksi dengan pemilik lainnya. Keintiman hubungan antar pemilik pada akhirnya menjadi harapan bagi setiap pemilik sebagai kunci keberhasilan pengelolaan seluruh asset rusun termasuk hak dan benda bersama. Keintiman antar penghuni dipastikan pada gilirannya mampu menumbuhkan dinamika produktif organisasi perhimpunan pernilik dan penghuni satuan rumah susun PPPSRS dalam mengelola rusun sebagai lingkungan yang aman, nyaman dan menyenangkan.

 Abstract: The high mobility, the difference, the number of occupants and the limitations of the private space become a persoa! An in the interpersonal communication interaction process between its inhabitants. This issue is more complicated if the infrastructure and facilities of the environment are frozen or not supportive for the social interaction of the residents. Limitations of the floor space of private space, does not allow residents rusunami freely interact interpersonal communication. Whether it is realized or not, the existence of a common land-right which includes socialization / public space, necessarily requires good management in order to keep functioning properly. The management is PPPSRS or like RT / RW which is very possible in the implementation of its activities less effective and productive. The effectiveness of PPPSRS activities is highly dependent on the conditions of interpersonal communication interaction effectiveness. This study aims to formulate interpersonal communication model among apartment residents who are able to encourage the dynamics of PPPSRS organization activities. The results can be concluded that interpersonal communication model involving the developer as a source of information is expected to actively inform about the environment, the existence of rights and objects together for every rusunami owners who must be managed jointly by the owners. The developer is expected to communicate it. Thus, from the outset, each prospective owner and / or occupant understands, and is aware of the obligation to manage the tower with the owner or other occupants so as to foster effective efforts to eliminate uncertain conditions in interacting with other owners. The intimacy of relationships between owners ultimately becomes the hope for each owner as the key to the successful management of all tower assets including rights and common objects. Intimacy between residents is certainly in turn able to grow the productive dynamics of the organization of associations pernilik and occupants of apartment units in the PPPSRS manage the tower as a safe, comfortable and enjoyable environment.
